Executive Overview

This orientation program equips Sri Lankan agricultural extension officials with strategic and tactical insights into Karnataka’s agricultural extension models. The curriculum bridges theoretical methodologies, digital public infrastructure, participatory systems, and adult learning models, combining technical discussions, hands-on field application, and exposure visits to specialized regional facilities.

Program Structure & Daily Schedule

Day 1: Core Methodologies, Participatory Models & Adult Learning

Location: Seminar Complex / Technical Session Hall

Technical Session 1: Innovative & Participatory Extension Methodologies in Karnataka

  • Context & Concepts: Evolution from Traditional Training & Visit (T&V) to decentralized, farmer-led pluralistic extension systems.
  • Key Karnataka Models:
    • Krishi Bhagya & Integrated Farming System (IFS) Extension: Inter-departmental convergence models across agriculture, horticulture, and animal husbandry.
    • Participatory Rural Appraisal (PRA) & Strategic Research and Extension Plan (SREP): Bottom-up planning under ATMA (Agricultural Technology Management Agency).
    • Farmer Producer Organizations (FPOs): Extension delivery through collective business enterprises and market-led advisory.

Technical Session 2: Experiential Learning & Adult Learning Principles

  • Adult Learning Theory (Andragogy) for Extension Professionals:
    • Self-directed learning, leveraging prior farmer experience, problem-centered orientation, and intrinsic motivation drivers.
    • Communicating risk, climate resilience, and adoption behavior to adult learners.
  • Farmer Field Schools (FFS) Framework:
    • Core principles: Agro-Ecosystem Analysis (AESA), non-formal experiential field learning, seasonal decision-making without lectures.
    • Designing FFS curricula for Integrated Pest Management (IPM), climate-smart practices, and soil health management.

Practical Exercise 1: Designing an Agro-Ecosystem Analysis (AESA) & FFS Session

  • Objective: Translate pest-predator ratios, weather data, and crop health observations into actionable learning modules.
  • Activity: Group simulation of an AESA exercise for a target crop (e.g., rice/maize), drafting visual field analysis sheets, and presenting peer-led farmer facilitation plans.

Day 2: ICT Infrastructure, Digital Platforms & Public–Private Partnerships

Location: Digital Learning Lab / Audio-Visual Hall

Technical Session 3: ICT-Enabled Extension & Digital Advisory Platforms

  • Karnataka’s Digital Public Infrastructure (DPI) in Agriculture:
    • FRUITS Portal (Farmer Registration and Unified Beneficiary Information System): Single-window farmer database for targeted advisories and subsidy disbursement.
    • e-Sahaya, KVK Digital Dashboards & Direct-to-Mobile Advisories: Geo-targeted SMS, IVRS, and voice-based push notification frameworks.
    • Plantix & AI-Based Diagnostics: Machine-learning apps for real-time field pest/disease identification and advisory tracking.
    • Agromet Advisory Services: Micro-level weather forecasting and contingency crop planning integration.

Technical Session 4: Public–Private Partnerships (PPP) & Market-Led Extension

  • Frameworks for PPP in Karnataka Extension:
    • Joint delivery mechanisms involving State Departments of Agriculture, Agricultural Universities (UAS), AgTech startups, and NGOs.
    • Contract farming, input supplier advisory integration, and digital supply-chain platforms.
    • Risk management, quality control, and avoiding conflict of interest in private advisories.

Practical Exercise 2: Hands-on Digital Advisory & PPP Strategy Formulation

  • Objective: Build and simulate a multi-channel advisory flow.
  • Activity: Delegates utilize digital advisory dashboards, draft a localized 160-character advisory message based on mock field diagnostic data, and map out a public-private joint delivery framework for a high-value value chain.

Day 3: Institutional Exposure & Practical Field Application

Location: Farmers Training Institute (FTI) / Directorate of Extension Facilities

Technical Exposure Visit: Adult Learning Centre for Farmers / Farmers Training Institute (FTI)

  • Institutional Architecture: Study the operational layout of dedicated adult learning and capacity-building setups (e.g., FTI, Krishi Vigyan Kendras, and Specialized Vocational Units under the Directorate of Extension).
  • On-Site Observations:
    • Interactive demonstration plots, audio-visual instruction labs, and practical skill-building stations.
    • Non-formal educational toolkits tailored for semi-literate and literate farming communities.
    • Methodologies used for short-term skill certification, farm youth entrepreneurship, and rural women capacity development.
  • Interactive Round-Table: Q&A with resident training coordinators and master trainers on trainee retention, curriculum feedback loops, and impact assessment.

Practical Exercise 3: Cross-Country Action Plan Synthesis

  • Objective: Adapt Karnataka’s extension tools to Sri Lanka’s agro-ecological zones and administrative framework.
  • Activity: Delegates develop a draft strategic roadmap incorporating ICT tools, FFS adaptations, and adult learning principles for implementation in their home divisions.
